It should have advanced settings tab and you should be able to see a overclocking area when you enter that area you should be able to find the turbo and turn it off

looked in advanced all over the place did not see a turbo setting to turn off

If you look at the video i posted it's in the OC section

Here is a screen shot Bro
Now look how i marked it for you that should be enough

ok thanks.. it's grayed out ...
so further troubleshooting

so yeah I am running a
n MSI 990FXA Gaming rig with an AMD FX 9590 (liquid cooled) and a Asus Stryx Gforce GTX 970 (don't judge me plz)

I really don't plan on Overclocking the rig
But sometimes it freezes up and I'll have to reset/reboot
Any ideas how to stop/fix this?

Mostly it likes to freeze up during extended video playback or when I am installing programs like steam

How much ram are you using and what kind is it and the speed too

right now... G.SKILL Ripjaws X Series 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800)
also an using a 16GB USB Flash with Dedicated memory boost at the moment..

i'll be able to upgrade to 32gb of memory on the 1st

UPDATE

ok so i messed with the power settings for performance, went into the advanced options and set the cpu to 25% min and 75% max
set my cpu fans to max and so far it's been sable
