The link wouldn't open, says it requires IE 6 or later [I have IE11], of course it wouldn't open with Firefox, and to cap it off it wouldn't open in Edge, said it needed IE.
Works fine for me, however I think you need to be signed in with a Microsoft account.
Opened fine for me using Firefox.

I got this update with my local account.
I meant the website link. Not the update itself. Some time back MS started requiring that you be logged in with a MS account to see KB articles.
Strange that KB3176495 shows up for you now. I got that via Windows Updates on Aug 9.
It's just an image I found on the Internet showing KB3176936 since my non-Insider VM went south on me. I would imagine it wasn't fully up to date.
