According to all I have read there should be a Properties Icon shown when you right click a blank area of the Taskbar in W10. There should also be a Task View icon to the right of the Start icon. I have neither of these. If I right click the Taskbar (blank area) I get 4 options: 1. Show app icons. 2. Show all notification icons. 3. Show touch keyboard button. 4. Show language switcher. That's it but no Properties. Any help offers?
Sounds like you're in 'Tablet Mode'.

Only in the last week I am having a problem where the task bar pops up at random intervals (i have auto hide on) with nothing on it except the "task view" icon. Sometimes one or more windows I have open are closed at the same time. Becoming very annoying. I do not have tablet mode on.
When i hit properties i get an error message that says " This file does not have a program associated with it performing this action. Please install a program or, if one is already installed, create an association in the Default Programs control panel."
Oh my god, I had the exact same issue when a fix-method pointed me to customizing the notification area in properties.
I've performed countless reboots that don't do anything, I've restarted explorer.exe countless times, various system scans, etc. The issue also seems to make my WiFi run slower, for whatever reason.
