If I get an .iso of Windows 10 RTM (14393) , I can install over the Preview Build (14931) I'm using without losing my personal files, Win32 programs and applications?
P.S. I already tried it with an iso Windows 10 Pro x64 Pt-Br (14393.0)
The option to keep things was not available.

Yes. Mount the ISO file as virtual DVD by double clicking it and launch the Setup.exe to start upgrade.
Yeah, i know, but When I do that, doesn't show the option "keep your personal files and applications" like when going to upgrade to newer build.
Yes it does, assuming the ISO install media is for the same Windows edition and language.
Maybe it was because I tried a .iso with only English language and my Windows is only Portuguese Brazil.
I will download an .iso pt-BR to see.
You can only keep everything (installed software, settings, personal files) if the upgrade install media is the same edition and language version than the underlying Windows. Upgrading to different language you cannot keep everything, personal files yes but not settings and installed software.

I couldn't make the change a few updates in the past, seems the Insider Preview is a different edition from the RTM/Released version.
First, let me just tell that since the first preview version on October 1st 2014 I have skipped two builds only. I have tested upgrade process with every build except these two I had to skip due missing language packs. The option to keep personal files and apps is always there when the underlying Windows language version and Windows edition and the upgrade install media language version and Windows edition are the same.

Notice that even the regional version of the language does not have to be the same, as long as base languageremains same. In OP's case this means that upgrading with either Portuguese - Portugal or Portuguese - Brasilwill work and allow keeping apps and files. For example, in screenshot below the notification I got just now when trying to upgrade the above mentioned Windows 10 PRO Insider Preview EN-US Build 14385 with Windows 10 PRO version 1607 EN-GB Build 14393ISO image. Windows will tell me that if I continue the display language will be changed:Accepting that, the next prompt tells me everything will be kept:
I recommend you to really check that language of installed Windows and upgrade install media match.
