why does Dism.exe /online stops @ 20%?

i have updated to KB3140768 2 days ago
i did run clean disk and after Dism.exe /online /Cleanup-Image /StartComponentCleanup /ResetBase

today i wanted to run again Dism.exe /online /Cleanup-Image /StartComponentCleanup /ResetBase
but it did stops at @20%

but do you think it normal that it stops for example @20% without giving errors ?
for example i updated for example w8.1
i run Cmd.exe /c Cleanmgr /sageset:65535 & Cleanmgr /sagerun:65535 ->selected all the clean
after Dism.exe / online / Cleanup-Image / StartComponentCleanup / ResetBase and it ends @ 100%

after i reboot and run the clean up Dism.exe / online / Cleanup-Image / StartComponentCleanup / ResetBase , it stops at 20%

but the first time it finished @100!

have you w10 updated?
have perfom a clean up like
Cmd.exe /c Cleanmgr /sageset:65535 & Cleanmgr /sagerun:65535 (select all)
and Dism.exe / online / Cleanup-Image / StartComponentCleanup / ResetBase ??
