Is that the only program giving the error?
This page shows pblauncher.exe is associated with a different program than the Project Blackout shown in your image:

Project Blackout appears to be an online game and the error may not be due to Windows but possible it won't yet play on the test version of Win10.
Project Blackout // Free Online Fps Games
Have you checked the games site for System Requirements?

What version of WTP do you have installed?

Windows 10 Insider Preview ISO

Gus, everyone is running The insider preview, but there are about a dozen builds. I want to know which one. tell me the build number.

Windows 10 Insider Preview ISO
Check the lower right hand corner of your desktop and the build number will be there..

no.. most of the programs not just this game
If it's most of the programs, you could try setting the default file type association for applications (.exe)

Default File Associations - Restore in Windows 8

Scroll down to the EXE reg file, download it and dbl click to merge the entry - full instructions are in the tutorial

After installing Windows 10 I had the same issue, I couldn't open .exe files etc... I then tried running the UAC.reg file to no avail as the same error would come up.

I can't quite remember my train of thought but I worked out the sound drivers were the cause of the error! To get my PC to work I have set the Sound Scheme to "No Sound"which means that there are no system sounds but other applications still have sound.

I hope this helps and that some sort of fix shall be released!
