ok, here's the deal..........
all of a sudden, all programs/windows inherit the "stay on top" option.
if i have 2 programs open, click the taskbar icon to switch to the other one, nothing happens; i can only see it if i minimize the current one.
if i have 2 programs half-sized and click on one to bring it to the forefront.... nada.
if i click a link in Thunderbird, it only loads in Chrome.... in the background, etc.
i've played around the options via right-clicking the taskbar (cascade, stacked, etc.) hoping it'd "loosen some setting up", but no love.
please someone have an idea. this is driving me insane.

If not too long ago, do a system restore. Pick a date you did NOT have this problem as your restore point.

That has nothing to do with tablet mode. Please look at the tutorial.
Start, Settings, System, Tablet Mode. Switch to off.

yeah, but i'm not doing a restore.
fixed too many other whacky things lately.
someone somewhere else mentioned Tweaker, are you familiar with it?
i'd give it a go if i knew what option i should check/try to fix.
