Failed to Connect to a Windows service - Groupd Policy Client Service


Hi - Having lots of trouble here and very frustrated. On login, I get the message "Failed to Connect to a Windows Service. Windows couldn't connect to the Group Policy Client service. This problem prevents standard users from signing in. As an Administrative user you can review " (I am not sure what other parts of the message I am missing).

So, there are other thread out there for this problem, but I can hardly do anything on my desktop right now. Very Ironic to me that about the only that seems to work okay is Microsoft Edge so I could get here. Other threads have talked about running some things from the command line (as admin) or going into regedit. I have tried these things. But I get stopped. Ususally 5 minutes or so later I will get some kind of message stating it could not run the program in an appropriate amount of time. I tried to go into event viewer and got the same thing.

I don't even know what is going on. For some reason I believe that the root cause of this was me being dumb enough to accept when windows 10 wanted me to run with my Hotmail account as the administrator of the pc (so I sign in with my Hotmail credentials).

I don't even know a next step because almost everything I try gets blocked. I try to switch to run as a local user and that bombs out every time. I tell you, I loved windows 7. I now lividly hate windows 10. I skipped everything in between and then bought a new pc thinking it would be okay with 10. Boy was I wrong.

Read some other threads regarding google chrome, that it may be the issue, so I attempted to uninstall it. Once again it did not work and got a message stating that more or less it could not find the uninstaller.

Tried to go to settings update and security to potentially do a restore and all I get nothing, the window eventually just goes away.

My suggestion, boot into safemode (usually with hitting F8 right after you started your computer and see your BIOS screen)
In safemode, remove your userprofile and create a new one.

reboot into normal mode.

If you need more details on this, let us know.

EDIT:

removing the userprofile makes you lose files you have under "my document" on your "desktop" etc.
might be a good idea to back them up to a USB stick if you are able to do this in safemode.

A few more observations though in the meantime. While Edge works just fine (Opera works fine but Chrome takes forever and in the end does not really work) , but signing into hotmail through edge takes forever. Eventually it seems to get in, but even logging out takes a while.

Now I have noticed that, on my phone, hotmail / outlook does not seem to be updating.

The assumption being that, in tying my hotmail account to my pc, as mentioned above, something is going wrong everywhere with my hotmail account no matter how it is accessed. Am I crazy, or could these things all be related?

I receive the same error and I have to restore my computer to fix it every time. It is starting to happen daily. Windows live mail won't open and Chrome stops responding. As said earlier in this thread, Edge still works. When I restart with this issue happening, I also noticed that the internet shows as not connected at the login screen, but it does connect eventually. I have tried almost every solution posted on the first 2 pages of Google with no luck at all.

Well, was waiting to try advice mentioned above until I had some ducks in a row, and since I could sign in and do some things I kept going as it was. Just signed in now, and from the initial screen I could tell something was different (better). The whole thing cleared itself up. Fast. Chrome works, I signed into hotmail which was fast, and, I was able to change back to a local sign-in. All seems great. (The phone issue mentioned above cleared up with an upgrade of outlook, so that was independent of this).

So, what did I do to fix this? Nothing. It just cleared itself up. Hopefully because something was updated and not because I got lucky today and will see this issue again in the future.

For the last 3 days, I have been shutting my PC down and have not had the problem. I usually put it to sleep 3 or 4 times throughout the day and I am starting to think that coming out of sleep is causing the issue.

EDIT: Well, it's not coming out of sleep as the sole cause of it. It happened again. I have to use restore points to fix it. It's really getting annoying and everything works well aside from this issue. I would love to fix it rather than reinstall but I seem to be running out of options.

Of course this junk came back after s short while, perhaps a week or two. I have eliminated some of the things mentioned above, and at this point have little idea of what is causing this. Perhaps chrome, but likely just windows itself. What a piece of junk. Opera works best, but many other things, including trying to figure out what is wrong, just do not work.
