In case Windows fails to load, can you still enter BIOS in order to change boot device priority etc. Yes or no.

Yes Bios comes well before the load Operating system.

The OS has nothing to do with the ability to enter the BIOS. You could in fact enter he BIOS even if the hard drive was physically removed.

Just to avoid any possible problems, before I attempted to upgrade to Windows 10, I made sure my systems were upgraded to the latest bios available.

But you can access the bios with no discs attached to the computer. An operating system is not necessary to access bios.

In my Windows 10 computer. Pressing F8 or "Delete key" on STARTUP does NOTHING.

Either the wrong key press i.e F2 or it's a UEFI secure boot so you may have to turn off fast start up in power options. My MSI motherboard has this.

Not all the same , on my Intel NUC it's F2. Google " your computer/ motherboard + bios " should bring it up

You are correct F2 does access BIOS. Maybe I am wrong but I thought BIOS allowed me to access SAFE MODE and SAFE MODE WITH NETWORKING.
I did not see either of these in my BIOS. Any idea how I can find those items in Windows 10 ?
