If you click on them, do they open right away or are you asked to select a program to open them with?
They open in windows photo viewer.

I tried that already.
I was wondering if perhaps there was no program association with the image files, but that does not look like that's the issue. My next suggestion was already posted by WildOne, so I'm out of ideas- sorry.They open in windows photo viewer

Actually, it might not hurt to manually assign what program you want to open those files and see if that changes anything.
PC Settings > System > Default Apps > Scroll down and click on "Choose Default Apps By File Type."

I tried both suggestion still broken i think its a problem with windows photo viewer.
No harm giving this a try........................
In the search box, type file explorer options > Enter > click View at the top > is there a check mark at the box " Always show icons, never thumbnails " ? If yes, uncheck it > click OK when done.
