Are you signed in to an administrator account when merging the .reg files?
If not, then that would be why you are getting this error.

Just to verify that we're giving the right solution, what is wrong with your Manage context menu?
Since you are signed in as an administrator, that means the registry key below that the .reg file restores to default has not been modified by your or anything else. By default, only the system has access to the key below unless changed. This would be why the error message is telling you that some of the .reg file has not been successfully imported due to insufficient privileges (access rights).
Check your registry key below to make sure it's the same as in the screenshots below. This is the default for the This PC "Manage" context menu.

...Besides that, those are high security keys, you won't even be able to change permissions on those.
