clean install goes fine. I then used wushowhide to prevent intel hd graphics 4600 from downloading. update downloads anyway

Just to clarify, is this driver being installed via Windows Update and not from Intel's automatic update?
If Windows Update, then you may need to hide the update as well since it has already been downloaded.

Great news.
Neither the wushowhide nor the gpedit.msc nor both together worked. I clean installed ran update and waited for windows to freeze. I hard reset and Windows worked and the graphics driver was updated.Great news.
Did you completely uninstall the driver from Device Manager before doing wushowhide and gpedit.msc?

I've given up on the Graphics Driver. After a hard reboot the Driver is installed and the Build runs. I've lodged a report on the Feedback Hub. Thanks for the help, Brink.
EDIT: I hid Defender updates with wushowhide. WU worked in that case. Don't know why it won't work with Intel HD Graphics 4600.
