To have full permission on the computer I let myself as local disk C owner , (was previously the Trusted Installer). Now when I delete something it does not go to the recycle bin, it is deleted permanently. Is there any way to make him go the recycle bin without changing the owner? ANSWER URGENT !!!

Navigate to Recycle Bin Folder, right click an empty space in the folder, choose 'Properties' and check that the option, as in the screenshot, is not enabled.
Also, note that holding the Ctrl key while right-clicking then choosing Delete or pressing the Del key will bypass the Recycle Bin. But it still gives a note/warning about deleting.
Interesting it bypasses it, it deletes it forever, never tried this.
Isn't it Shift to hold while deleting ? It was like that forever and that's how it works for me.
You can also change the size of the recycle bin.

No need to ask, it was Shift -Del forever and still is. Holding Ctrl while choosing files lets you mark them one by one in any order and skipping ones you don't want to mark for deletion or whatever.
Mea Culpa, had something else on the mind, the keys to use while resizing the view inside a window. It is the Shift key.
Ctrl + mouse wheel is for re sizing inside open browser, some SW and Desktop itself.
