Are you using NVidia Control Panel>Display>Change Resolution>Customise>Create Custom Resolution? If it's not working, is there an error message or other symptoms?

Well, i had to plug in an old crt and creating a custom res with 100hz worked just fine.
You could try to force it from old display control panel (control.exe desk.cpl,Settings,@Settings)
click Advanced settings, then List all modesand chose 1280x1024 then Apply.Make sure you have just one display connected when you do this.
