I can't turn off update delivery optimization, it keeps reseting to on everytime i restart pc
this is the option in update & security > windows update > advanced options > choose how updates are delivered

Do you have your PC's settings sync'd with OneDrive in settings app>Accounts? You could try turning it off and see if Update Delivery Option changes after a couple of boots. i found out that this is much bigger problem than just this, for some reason i dont have rights to change a bunch of stuff even though im administrator, i need to disable UAC and only then i can change it, i upgraded to win10 from win7
Are you signed in to the built-in Administrator account by chance?
If so, then that could be why since the modern UI will not work well in an elevated account like that one.
how do i check this?
