The latest update of Win 10 has obviously tightened up security . . .
to the point where it won't allow me run SqlBackUpandFTP any more.
I logged in as the (hidden) Administrator and got it working there OK,
but when I Logged in as myself again, it still wouldn't work (which is what
the help article said it would do )
I then found FileUnsigner, uninstalled SQLBack, opened up SQLBakSetupAzure.exe
with FileUnsigner and . . . voila, I could install and run the programme YAY
BUT when I try to go in again, Windows 10 still blocks it with the above message.
How can I verify the publisher? (Have contacted SqlBackUpandFTP for help)
Isn't there some way I can sort this out, because it's gong to happen with other
software, I'm sure.

Annoying yes....but there must be a reason, and its for your protection.
Right click the shortcut for SqlBackUpandFTP and choose Properties/Compatibilityput a check box in Run This Program As an Administrator
You can't, the software publisher is verified by the certificate used to sign the file, which can only be resolved by the developer/Certificate Authority. Therefore this is something you need to take up with the software developer, as it isn't a Windows problem.
Windows is doing exactly what it should be doing, I.E. Blocking an executable from running where there's a problem with the code-signing certificate, and this warning shouldn't be bypassed (although I personally think Microsoft should change the warning dialogue to give more information to the end user, as it's not particularly user friendly and Windows will continuously get the blame for a problem which is outside of their control).
In your case, the code-signing certificate for SQLBackupAndFTP Version 10.0.51.0 has been revoked by their Certificate Authority for some reason. Therefore you will need to use a newer version of the software where presumably the developer (Pranas NET Corp) have signed it with a new code-signing certificate that hasn't been revoked.

btw, in all my scramblings, I have come across a way of getting it to work - I intended to
share it here in case any other poor sucker (!) has a similar struggle . . .
but after your comments above, I have second thoughts!

If you're using the free version of 'SQL Backup and FTP', uninstall 10.0.51.0 and download/install the latest version from their website (which is 10.1.45.0). I've just downloaded it from their website to check and the code-signing certificate for that version hasn't been revoked.
