Dell XPS 8700 desktop, came with 8.1 Home, upgraded to 10 Home, then fresh installed 10 Home. Settings through the Settings menu and through Control Panel both set to ask for password when waking up, but it doesn't. It does on boot, but not on wakeup. Latest bios, A11, installed. Clock is correct. Thoughts???

If this isn't the same thing you already tried, double check using the tutorial below to see if this is set to require a password on wakeup.

Yep, did all that. Even changed settings to disable PW selections, saved them, then redid them and still no luck...
Odd. As a test, see what happens when you enable secure sign-in.

Do all accounts have a password added to them?
Yep...
I must admit that I'm not sure why it's not requiring a password at wakeup.
You might check to see if you may have some group policy enabled preventing it.

Since this thread has anyone else had this problem? I've got 2 laptops in our office, both on Windows 10 Home Edition and both experiencing this exact same issue. I presume I must have set something incorrectly, but I've been over and over it (as has my colleague on his computer).
I've set power button to sleep - if I press it, I have to log in again
I've set close lid to sleep - if I close it, I have to log in again
I've set 3 minutes of inactivity to sleep - if I'm inactive the screen switches off after 3 minutes, but on jiggling the mouse (or whatever) the screen starts up again and I've not been logged out, its just the screen has gone inactive.
This laptop came with Windows 10 installed (as did my colleagues - he is on a HP laptop, I can find out the spec if required). I had previously done everything in the advice above (except the ctrl+alt+del advice, which I've now done and tested power button, closing lid, inactivity and switching computer off). I'm at a loss. If there is a known problem I can't find it on google, so hopefully someone out there can help me get to the bottom of it. If you need me to screenshot some screens (just to make sure I've not got option blindness from looking at the incorrectly set option over and over again), just let me know!
