I have updated my Windows 8.1 Laptop to Windows 10 after the first Release of Windows 10. After the Update, all things were really fast and smooth. At the Weekend, i have updated this installation to Windows 10 with Anniversary Update and the Laptop becomes extreme slow.
Starting of programs takes a very long time. For instance, starting Firefox with a clean profile and no addons needs 2 Minutes. If i start a Explorer Window, it takes nearby 50 seconds to open it. The Laptop has switchable graphics solution with the following technical Details:

If i look at the Device Manager all Drivers are installed. There are no Symbols with Exclamation Marks or anything else like that. If i look in to the Taskmanager after clicking on the Firefox Icon, HDD utilization is at 100% for a looooong time and Firefox.exe as the Top Consumer with Transfer rates of 3 MB/s. But thats not the only strange thing: if i would like to play a game like Starcraft or any other Game which needs good Graphic Performance, before the Update, the Laptop switches automatically to the better Graphic Card and the Game runs smoothly (its not a Gaming Laptop, i know, but its OK for me). But since the Update, the Game runs very sluggish and jerky. Its nearby impossible to play. I couldn't found newer drivers for the Laptop, since Toshiba has released the Last Drivers in January 2015 for this Laptop and it seems, it does not support this model in the future. Anything i could do?
Rollback to previous version and wait for a fix.
I've updated mine and had no problems at all. My Windows 10 is faster and smoother.
In this case I shall leave my laptop as it is.

I noticed that the I/O was HIDEOUS - especially running VM's on the 1607 HOST.
I also had problems --USB 3 HDD's would only give me average USB2 speeds and not even fast USB2 speeds at that -- approx. 30 - 40 mb/s transfer on about 500GB worth of mixed types of data.
Same HDD's on previous release (1511) which I've reverted back to -- upwards of 150 - 250 mb/s transfer of SAME data on SAME HDD's and plugged into same USB3 ports.
I'm sure it must be with drivers for the chipset or storage controllers - USB etc or both so I backed up the 1607 release and am continuing with 1511 on my main machine until this issue gets fixed (as I'm sure it will later).

I cant downgrade since i have deleted the 32GB of the Windows.old folder :-( Shit happens. I hope they fix this nearby soon.

I noticed things were MUCH BETTER if you also apply the cumulative 1607 update - for x64 systems it's KB3176495 - should be a similar one for 32 bit systems.

Thanks, i will look in the evening today, if this update is installed or not. If not il try it first via Windows Update and then manually.
Did you check your internet speed ?
I also have a Toshiba and problems with the wifi and graphics driver since upgrade. Even though there may be no yellow marks in device manager, the driver may not be performing to standard. If you do have a speed issue, may want to try to download driver from manufacturer's site and experiment with different drivers
Toshiba should have given us better support.
Internet Speed is slow to, but only, if i use wifi. LAN is OK. The next Laptop is one with Hardware Components directly from a standard manufacturer. I hate such special Toshiba labeled Hardware Components. Specially, when the support is dead after 2 years.
For note: KB3176495 didn't help. I have installed it yesterday and there was no improvement. I fear, i need new drivers for SATA and Graphic Card (maybe Wifi to). I have hope for the SATA Part, but since the switchable Graphics Card and the Wifi Chip is made as OEM under Toshiba Label, i have no hope for this parts. Maybe i find a way to disable the AMD Radeon HD 8400 / R3 Series Card and have only the AMD Radeon R5 M200 / HD 8500M Series active. But there is no Menu entry for this in the BIOS.
