Yes. . .just use a copy of 10240 (ISO) then sign in with your Microsoft Account that you used to originally join the Insider program with. . .good luck. . .

All Went OK.

It does not want to Activate. Is there a way to get it to activate ?

It was made clear that for WIN 10 to be activated auto, you must have a copy of the original licenced Win 7/8/8.1 on the new device.

MS is not (or was not) activating the Previews about a week before the Retail release. Eventually, the preview releases will get activated, there's nothing you need to do. The keys have all been blacklisted. When MS restarts the program, there will probably be new keys published.

Until then, the Preview will work the same way as a trial. Personalization is turned off - but other than that, everything should work as before, except activation.

. . .he was setting up the insider program not installing Windows final. . .

Clean installs of the Insider builds won't activate any more, that was stopped a while back I think. That may change in the future but I couldn't say for certain. I'm afraid the OP may well be out of luck in this case unless I'm completely mistaken.

Look for the following under Windows Update - Advanced Option:

I'm not sure, but you might be able to reenter the insider program using this method since you were a insider previously.
