My friend has a computer he built. It was working fine until recently since he's having this problem where the computer won't boot. I had a look at it today:
Specs of this machine:
Motherboard: Asrock z87-M8
CPU: i5 4690
GPU: GTX 1070
PSU: 450W
RAM: 16 GB
*Drives*
When you turn it on-
>No picture
>Fans start, but are revving (they speed up then slow down repetitively)
>No beep code (this motherboard doesn't have a speaker on it and doesn't have a place to plug one in)
Things we've already tried-
>Trying with just one RAM stick (in either DIMM slot)
>Disconnecting the 1070
>Clear CMOS
>Trying starting with just CPU, RAM, Power (bare bones)
*With all we've tried, the problem persists
Things we haven't tried:
>Testing with a different power supply
>Reseating the CPU
I didn't build this computer and I spent only one hour with it today. I'm wondering if there's something I might be missing.
If anyone has any suggestions on what might be wrong, it would be appreciated.
Might be a long shot but go through the wiring and connections possible you didn't put them in the right slots

When you said disconnected the 1070, did you completely remove it from the machine? Most boards will, by default, disable the on board graphics if they detect a GPU in a PCIe slot.
Did you buy the computer new? If it won't start, you should take it back to where you bought it.
Board could of went bad that is always a possibility
Yep, that's always a possibility. I missed where he said it was a friend's computer. Has he entered bios and looked that everything is set right, set optimized defaults ( I hope he asks first) made sure the ram and GPU are showing and the hard drive is listed and set right in the boot menu. There are a lot of things to check first. What brand of PSU is it? Nvidia recommends a 550 W PSU. 450 should run it OK, as long as it is a quality brand.

We were unable to get into the BIOS setup as we couldn't get the board to POST. I don't know any specifics on the PSU- it's probably the one that came with the case and is listed as a "SFX 450W PSU" in the manual (not very helpful).Yep, that's always a possibility. **This computer was purchased/ built in February of 2015
If it doesn't straighten out with a different power supply, I'm going to assume the board's bad. I've tried nearly everything else and the machine was working 'as is' only until recently.
Is the computer actually booting, but you just have no graphics?
We can try to help you, but it would be best if you had access to the computer while we did.
Indeed- I'll try one last solution and if that doesn't work I'll assume the board's bad.Board could of went bad that is always a possibility
