Office 2016 Installation, Error 1603


Machine is Toshiba L70-C-13c, Windows 10 Home, 64 Bit, Core I3, 8Gb, Toshiba 1TB Disk.

Originally, the primary problem was that ITunes wasn't syncing IPad. From Apple help, noticed that USB hub controller was not detected, and that Apple USB driver was not being activated. Simply wasn't there, after numerous fixes. Spoke to Apple, went up to them, they suggested doing reinstall of Windows

Notice from McAfee reports that administrator account wasn't complete, which was puzzling. It's a Toshiba disk, which I find notoriously unreliable.

Windows was restored. Restore took 7 hours, yip, suggesting something possibly wrong with the disk. It did do a clean disk, half through the operation, and after completed, reinstalled ITunes, iPad synced right away, with the Apple USB driver activating correctly, in the USB device hierarchy, shown in device manager, and disappearing after sync was completed. So the original problem was fixed.

Did a short DST test, and it came back OK Looked at SMART diagnostics and they were fine as well. So disk seems to be in good condition considered it only 12 months old and managed to install a bundle of software, which went in fine.

So we come to the 1603 error on install of Office 2013 x 64.

Worked the problem according to Microsoft. Enabled logging by setting up a config.xml and loading it on the command line. Verbose logging showed some error codes, below.

Followed the Microsoft advice.

1. Checked the permissions on the directory that it was installing too.
2. Checked the SYSTEM had full control.
3. Checked to ensure the folder it was installing into was also not encrypted.

Tried a whole bundle of stuff, even checking the the task scheduler was working.
