Control Panel/All Control Panel Items/Windows Defender/Start Now

Download Enable WD and run it as admin and restart, if it does not work, start Safe Mode and run it from there.

Safe Mode - Start Windows 10 in - Windows 10 blog
  • Enable WD.bat (1.7 KB, 3 views)

See if this will help....................

In the search box next to Start button, type ser > Enter...............
You are now on Services window.
Scroll down to Windows Defender Service > right click at it > clickProperties............
at Startup type,is the box greyed out or is it active ?
if it is active, click the pointer and select Automatic.
at Service status ,is the boxStart active?
if yes, click it.
Click OK when done.
