3069068 required a restart on this HP dv6 AMD driven box
One had to do with fixing the mail app, the other was to correct an issue w/Wi-Fi connectivity. Info on both is available at MS's support site.
Restarted 3 times KB3069068 will not install
Look under uninstall updates. If it's listed then it is installed. I get a requires a restart message if i look under update history.

You could try running
Control Panel > Troubleshooting > System and security> Fix problems with Windows Update.
