Hyper-v, V M windows 8.1. Can't RDC to Win 8.1 from Win 10.
However I can RDC to Win 7 VM.

Is the Windows 8.1 vm a Pro or Enterprise edition? Only these editions can act as remote host, allowing incoming remote desktop connections. The Windows 8.1 core / basic version cannot be connected to with remote desktop.

You could try teamviewer instead

I don't know if you can enter 8 Pro key in 8.1 to upgrade. Presumably you tried it and it didn't work
